In order to equip different Athra Surges, you need to go to Wak-Wak trees.Once there, you need to interact with it and select the Athra Surges option. You will then be able to select which Surges you’d like equipped.
You can have two equipped at any one time. It doesn’t matter what level they are, but you probably want multiple levels equipped. This is because it gives you more dynamic options in combat, allowing you to go for a weaker but cheaper attack, or go all out at the right time.
